Anglers may ONLY apply for the season extension by registering on this website or by supplying their name, address and license number via the contact point for each river (as described on the registration page) to register on their behalf and by the appropriate closing date.

Natural Resources Body for Wales (additional consultation)

This consultation gives more details on creating the new Natural Resources Body for Wales.

The consultation follows on from an earlier consultation, where we asked your views on creating the new body.

There are two parts to this consultation:

  • the duties of the new body; and
  • more information on legal and working arrangements of the body.

Part 1

The first part focuses on the purpose of the body, cross-cutting duties and specific duties covering:

  • natural beauty and nature conservation;
  • public access and recreation;
  • forestry; and
  • other overarching duties.

Part 2

The second part of this consultation considers where more information has been asked for and where we want to share our intentions. This part covers:

  • cross-border issues;
  • regulation and enforcement including the Environmental Permitting Regime (EPR) and inspection, investigation, enforcement and prosecution, including civil sanctions and investigatory powers;
  • cross-border monitoring;
  • statutory planning and reporting;
  • Emergency response including the transfer of powers under the Control of Major Accidents and Hazards Regulations (COMAH);
  • trading schemes and producer responsibility; and
  • transitional arrangements.

A report by the Welsh Beaver Project – led by the six Wildlife Trusts in Wales – has put forward a case to reintroduce nature’s lumberjacks in a pilot project. (Western Mail 22/07/12)

10. Beaver interactions with fish are complex and are dependent on many variables. The weight of

evidence suggest that on the whole beaver reintroduction is likely to benefit fish populations

creating habitat for a wide variety of species including those that are considered commercially

important. Adverse effects on some fish species can occur and steps may need to be taken to

address them following a reintroduction.

11. In most circumstances, European beavers are thought to have a negligible impact on migratory

fish at the catchment scale over longer timescales. However, some beaver dams might have the

potential to hinder fish passage during low flow conditions. Intervention may be required to

modify or remove some dams.

15. The ecological surveys undertaken as part of the WBAI have determined that there is abundant

habitat within Wales suitable for beavers. It has also been determined that a beaver

reintroduction to Wales is ecologically feasible. As a result of these initial surveys, six catchments

were selected for further study as potential sites for a pilot beaver reintroduction: Dee, Glaslyn,

Rheidol, Teifi, Eastern Cleddau and Western Cleddau.  (Up to 20 at a time)

ANNOUNCEMENT FROM THE ENVIRONMENT AGENCY WALES

The following announcement has been made by the Environment Wales, following the years of effort that have been put into attempting to bring the Wye back to back to some semblance of its former self as the premier salmon river south of the Scottish boarder. This also serves as a timely warning to those anglers who continue to fail to take a balanced and more pragmatic approach to their salmon fishing: stocks are dwindling and the days of killing all salmon and sea trout taken are now long since passed. WE HAVE TO PRACTICE VOLUNTARY CATCH AND RELEASE and encourage our fellow anglers to do likewise. Some clubs are making good progress and meeting the targets set by the Agency: others are failing miserably often because a few greedy and selfish club members insist on killing all they catch. We are of the view that such anglers should be given fair warning to stop this slaughter and if they fail to comply then they should be banned from their clubs. We are concerned that if compulsory catch and release is imposed then the reduced number of anglers present on the salmon and sea trout rivers will make the poachers life so much easier and by so doing add to the depletion of salmon and sea trout stocks. The Campaign supports responsible and environmentally sustainable salmon angling and appeals to all salmon and sea trout anglers to do the same.

Compulsory catch and release on the Wye

Welsh Government and DEFRA ministers have given their approval for confirmation of the catch and release byelaws on the River Wye.  The byelaws are therefore duly confirmed and came into force on Saturday 23rd June.

The Environment Agency welcomes this decision.  Our application for confirmation of these byelaws was not taken lightly.  It was driven by the ongoing seriously depleted nature of the salmon stock in the River Wye.

We are aware that the majority of anglers have acted very responsibly over the past decade or so and have returned their fish in response to ongoing requests by the Environment Agency and the Wye and Usk Foundation.  However a minority of anglers has continued to kill fish, despite the depleted nature of the stocks, and it is for that reason that these byelaws have become essential.  The effect of the byelaws on stock abundance will be kept under review, and ministers have required a formal mid-term review of the effect of the new measures.  We hope that stock recovery will result in the end of this byelaw at the earliest opportunity.

We stress that alongside this action many other initiatives are underway to improve the environment of the River Wye and its fish populations including:-

  • The Agency has taken further action to strictly regulate the estuary fisheries that catch salmon destined for the River Wye.  This will reduce the number of salmon caught in the estuary by about 75%.
  • The Agency and its partner, the Wye and Usk Foundation, has invested in building fish passes and removing barriers to improve access for salmon and other fish to high quality habitats.  For example two Agency fish passage projects in the Monnow have made over 180km of previously inaccessible stream available.  
  • The Agency has facilitated major new funding streams in the Wye catchment and together with the Wye and Usk Foundation will undertake more work to restore damaged habitats and to improve water quality.
  • The Agency has supported, as key partner, the Wye and Usk Foundation with funding, technical support and advice since 1998.

A healthy salmon population in the river will not only benefit local anglers, but will also benefit local economies by attracting visiting anglers from across the country.  Fishing in all of its forms is worth over £150m to the Welsh economy.

Under the byelaws:-
  • all salmon and sea trout caught must be returned to the river
  • the byelaws will be in place for 10 years
  • there will be a formal mid-term review

Application for a licence to kill/take Cormorants/ Herons/ Goosanders/ Mergansers

For those that attended the North Wales Fisheries Conference last week, one issue that raised a great deal of interest was the matter of Piscivorous birds, the posh collective term for birds that eat fish, and the apparent difficulty of applying for the appropriate licence. Representatives from the Welsh Government were there to assist and give advice on just how to proceed, and very good they were too. They made it clear that if in applying you have any difficulty with the forms or  acquiring the information needed to be included on them, they would help, if not their office directly they” knew a mad who could.”

You should know that the Welsh Government are of the view that bird eating fish are not a problem in Wales nor are they an issue with our fisheries. Why? Because only 6 applications to kill them were made in the whole of last year . So if you think these birds are an issue, then try to see that your club makes the appropriate application. You may also like to note that the Welsh Government are also of the view that poaching is not an issue. Why? Because of the lack of reports that poaching takes place. Toxic algal bloom return could spell disaster in Llyn Padarn area

THE return of a toxic algal bloom to a Snowdonia lake could spell disaster for some of the area’s businesses.

Fishermen and a canoeing firm have called for Dwr Cymru and the Environment Agency to sort out the problems that have blighted Llyn Padarn, Llanberis, for years.

Bathers were banned from the lake in 2009 because of algal bloom fed by sewage and phosphates such as shower gels and washing powders, which remove oxygen from the water which is vital for fish.

Llyn Padarn is home to a rare population of Artic char.

The Seiont, Gwyrfai and Llyfni Fishing Society have campaigned for years for something to be done. Secretary Huw Hughes said Artic char could become extinct in three years.

He said: “An Environment Agency report said that 40% of the sewage into Llyn Padarn was raw. In the end, somebody will get sick.

“Dwr Cymru should pipe the sewage to the sea at Treborth and the Government should force them to do it. The Environment Agency should also use their powers.”

Phil Nelson, of Surflines, on the Llyn Padarn shore, said: “When the algal bloom came last time it cost me £50,000. That’s two jobs gone. I can’t afford to suffer any other loss. It’s now known as a toxic lake.

“We’ve got the Slate Man Triathlon next weekend with 750 people. The agencies all seem blase and say: ‘We’ll keep monitoring”.

“Dwr Cymru should be forced to reduce the phosphate discharge into the lake.”

Llyn Padarn Forum chairman Alun Ffred Jones AM said: “I’m very critical of scientists who haven’t listened to the fishermen’s concerns and the agencies who haven’t protected the lake.” The problems were also highlighted in the Senedd by AM Mark Isherwood.

A Dwr Cymru spokesman the company aimed to reduce the amount of nutrients entering the lake.

A Welsh Government spokesperson said: “Raw sewage is not feeding into Llyn Padarn, the effluent discharging into the lake has been treated. However, on occasion, there are overflows into the catchment area that discharge to the lake during storms.”

Gwynedd Council’s maritime and country parks officer Barry Davies said it was applying for Llyn Padarn to have the equivalent of “Blue Flag” status by 2013.

He said: “If granted, this status will mean that the waters of Llyn Padarn, in so far as is reasonably possible, will have to meet with European standards for bathing water. This is equivalent to the high standard that already applies to coastal bathing waters.”
